c. Construction or installation activities which have been approved by the Illinois <br /> Department of Transportation, Division of Water Resources, Permits 2 through 13, <br /> and/or the U.S. Army Corps of Engineers, Permit 404, provided the accumulated <br /> effect of construction does not increase the base flood; <br /> d. Gardening,plowing,tilling the soil and similar practices that do not involve filling, <br /> grading, or construction of levees; <br /> e. Construction, installation of wood utility poles by a public entity or utility, traffic <br /> signs or similar traffic control devices by a unit of local government; or, <br /> f. Construction, maintenance or replacement of sidewalks, driveways, solidly <br /> anchored playground equipment or the creation of public open space,athletic fields, <br /> trails for hiking, walking or biking and similar uses, provided no structures or <br /> buildings are erected, no fences built and all activities take place at existing grade <br /> which involves no placement of fill, no alteration of the drainage and no changes <br /> in any watercourse. <br /> G. EXISTING MANUFACTURED HOME PARK OR SUBDIVISION: A manufactured <br /> home park or subdivision for which the construction of facilities for servicing the lots on which <br /> the manufactured homes are to be affixed or buildings to be constructed(including, at a minimum, <br /> the installation of utilities, the construction of streets, and either final site grading or the pouring <br /> of concrete pads) is completed before the effective date of the floodplain management regulations <br /> adopted by a community. <br /> H. EXPANSION TO AN EXISTING MANUFACTURED HOME PARK OR <br /> SUBDIVISION: The preparation of additional sites by the construction of facilities for servicing <br /> the lots on which the manufactured homes are to be affixed (including the installation of utilities, <br /> the construction of streets, and either final site grading or the pouring of concrete pads). <br /> I.
