NEW BUSINESS <br /> Item #1 Request for Stop signs along Illinois Street at its intersection with East Main <br /> Street. <br /> A request was made from a resident along East Main Street near its intersection with Illinois <br /> Street to install stop signs at the intersection of E. Main Street and Illinois Street as there is no <br /> existing traffic control. Upon review of the accident records at the intersection no accidents have <br /> been recorded at this intersection over the last three years with the last accident occurring in <br /> 2013. Traffic counts from the Illinois Department of Transportation were taken in 2016 and <br /> show a total of 800 vehicles per day traveling through this intersection. Going back to 2013 the <br /> accident rate at this intersection has been 0.76 accidents per million vehicles entering the <br /> intersection. When using accident rates alone 1.5 accidents per million vehicles is usually the <br /> threshold used to determine if stop signs are warranted. <br /> Despite the accident rate not warranting stop signs reasons given for requesting stop signs have <br /> been the lack of sight distance, numerous "close calls", and the amount of vehicles coming from <br /> the liquor store to the south. In addition,the intersection of E. Main Street and Illinois Street <br /> recently became the only intersection lacking any type of traffic control in the neighborhoods <br /> east of downtown Decatur and west of 22nd Street. Given this,there may be an expectation for <br /> stop signs that will grow over time and could cause accidents in the future at a higher rate than <br /> they are today. For this reason, City staff recommends installing stop signs facing E. Main Street <br /> at its intersection with Illinois Street. <br /> City staff recommends placing stop signs along Illinois Street at its intersection with East Main <br /> Street. <br /> Matt Newell motioned to move forward with placing stop signs along Illinois Street at its <br /> intersection with East Main Street. Seconded by Ed Hurst, and on call of the roll, Commission <br /> Members Broderick,Newell, Hurst, Wigginton and Stewart voted aye. The chairman declared <br /> the motion carried. <br />
