Excerpts from Plan Commission Meeting of June 1, 2017: <br /> Cal. No. 17-21 Petition of CLOYD D BOLT, to rezone property located <br /> at 3550 NORTH 27TH STREET from R-1 Single Family <br /> Residence District to M-1 Intense Commercial/Light <br /> Industrial District. <br /> Mr. Tyus presented the recommendation of staff: <br /> The subject site is approximately 1.14 acres and is located at 3550 North 27th Street. The subject site <br /> has an approximated 5,000 square foot industrial structure. <br /> The subject site was annexed to the City of Decatur in March of 1975 and was automatically zoned R- <br /> 1 Single Family Residence District as required by State Statute and the Zoning Ordinance. The <br /> property was not rezoned at that time. The property has operated with industrial and commercial uses <br /> prior to and since its annexation into the City. <br /> The petitioner proposes to rezone from R-1 Single Family Residence District to M-1 Intense <br /> Commercial/Light Industrial District which would allow for all those uses permitted in the M-1 Intense <br /> Commercial/Light Industrial District. <br /> The surrounding zoning includes M-1 Intense Commercial/Light Industrial District to the north and <br /> west and R-3 Single Family Residence District to the east and B-1 Neighborhood Shopping District to <br /> the south and east. There are railroad tracks immediately adjacent to the south and east of the property <br /> and these railroad tracks run alongside Illinois Route 48. The Macon County and Decatur <br /> Comprehensive Plan shows this area as Employment. The permitted uses in the M-1 Intense <br /> Commercial/Light Industrial District are compatible with employment as shown in the Comprehensive <br /> Plan. The proposed zoning is compatible with adjacent zoning and uses to the north and west as well <br /> as with the commercial to the south and east. The subject site is separated from the residential area to <br /> the east by the railroad tracks and Illinois Route 48. <br /> The subject site is located within an industrial area and has operated as such for a number of decades <br /> and rezoning to M-1 Intense Commercial/Light Industrial District should have no adverse effect on the <br /> general area or the City as a whole. <br /> Staff recommends approval of the rezoning <br /> Section XXIX. of the City of Decatur Zoning Ordinance requires the Plan Commission to hold a public <br /> hearing on a rezoning request, and then forward its report and recommendation to the City Council for <br /> final approval. A motion to forward Calendar Number 17-21 to the City Council with a recommendation <br /> for approval is suggested. <br /> Mr. Cloyd Bolt,petitioner, was sworn in by Mrs. Poland. <br /> Mr. Bolt stated he was unware the zoning was still residential and the need arose to put the property up <br /> for sale. He would like to rezone from R-1 Single Family Residence District to M-1 Intense <br /> Commercial/Light Industrial District. <br /> Mr. Bruce Frantz asked if Mr. Bolt thought this was the right zoning for this property. Mr. Bolt stated <br /> the realtor made the suggestion to him. <br /> Mr. Tyus said this zoning is compatible with the area. <br /> There were no objectors present. <br /> It was moved and seconded (Newton/Frantz)to forward Calendar No. 17-21 to the City Council with a <br /> recommendation for approval. Motion carried 6-0-1. <br />
