E' _r gy=m <br /> Excerpts from Plan Commission Meeting of August 3, 2017: <br /> Cal. No. 17-29 Petition of PAUL AND BARBARA SWINFORD, <br /> to rezone property located at 2628 and 2670 EAST <br /> GARFIELD AVENUE from R-3 Single Family <br /> Residence District and B-1 Neighborhood Shopping <br /> District to M-1 Intense Commercial/Light Industrial <br /> District. <br /> Ms. Stickle presented the recommendation of staff: <br /> The subject site is approximately 0.78 acres and is located at 2628 and 2670 East Garfield <br /> Avenue. There is an industrial structure located on the subject site. <br /> The subject site has operated with an industrial use for almost two (2) decades on the eastern <br /> portion while the western portion of the site had a residential structure and an accessory structure <br /> until the demolition of both that occurred earlier this year. <br /> The petitioner proposes to rezone from R-3 Single Family Residence District and B-1 <br /> Neighborhood Shopping District to M-1 Intense Commercial/Light Industrial District which <br /> would allow for all those uses permitted in the M-1 Intense Commercial/Light Industrial District. <br /> The surrounding zoning includes M-2 Heavy Industrial District to the north and R-3 Single <br /> Family Residence District to the east, west and south. There are railroad tracks immediately <br /> adjacent to the north of the subject site. The Macon County and Decatur Comprehensive Plan <br /> shows this area as Retail. The permitted uses in the M-1 Intense Commercial/Light Industrial <br /> District are compatible with Retail as shown in the Comprehensive Plan. The proposed zoning is <br /> compatible with the adjacent zoning and use to the north. The subject site located at the corner of <br /> North 27th Street and East Garfield Avenue and adjacent to the railroad tracks is appropriate for <br /> the uses permitted in the M-1 Intense Commercial/Light Industrial District. <br /> The eastern portion of the subject site has operated as industrial for almost two (2) decades while <br /> being located next to residential. Expanding the zoning district through the western portion of the <br /> subject site and rezoning the entire subject site to M-1 Intense Commercial/Light Industrial <br /> District should have no adverse effect on the general area or the City as a whole. <br /> Staff recommends approval of the rezoning <br /> Section XXIX. of the City of Decatur Zoning Ordinance requires the Plan Commission to hold a <br /> public hearing on a rezoning request, and then forward its report and recommendation to the City <br /> Council for final approval. A motion to forward Calendar Number 17-29 to the City Council with <br /> a recommendation for approval is suggested. <br /> Mr. Paul Swinford, petitioner, was sworn in by Mrs. Poland. <br /> Mr. Swinford stated they are not planning on adding volume to their business. He would like to <br /> separate the business internally as they do two (2) different types of work in the building for the <br /> same market. <br /> There were no questions and no objectors present. <br /> It was moved and seconded (Frantz/Newton) to forward Calendar No. 17-29 to the City Council <br /> with a recommendation for approval. Motion carried unanimously. <br />
