9/7/2017 Item Coversheet <br /> In <br /> Water Production <br /> DATE: 9/7/2017 <br /> MEMO: 2017-06 <br /> TO: Mayor Julie Moore Wolfe and City Council <br /> FROM: Tim Gleason,City Manager <br /> Richard Marley,P.E.,Director of Public Works <br /> Keith Alexander,Water Production Manager <br /> SUBJECT: Resolution Authorizing a Support Services Agreement with B&W Control Systems Integration LLC for South Water <br /> Treatment Plant SCADA System <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached Resolution authorizing a Support Services Agreement with B&W Control Systems Integration LLC for <br /> South Water Treatment Plant SCADA System for a fee of$48,339. <br /> BACKGROUND: <br /> Many of the South Water Treatment Plant's critical purification processes are operated by a sophisticated Supervisory Control and <br /> Data Acquisition(SCADA) system. The system consists of a large number of interconnected mechanical,electrical and digital <br /> hardware and software components. <br /> City staff are able to correct minor issues and perform minor repairs to the system,however,more complex challenges must be <br /> dealt with quickly by experienced contractors. <br /> In 2014 B&W Control Systems Integration LLC (B&W)provided significant upgrade and expansion services to the SCADA <br /> system. City staff were impressed with the firm's technical expertise and overall performance. Since then,the firm has provided <br /> SCADA support services to the City. The current agreement expired on August 31,2017. Therefore, since B&W is the firm that is <br /> most familiar with the plant's SCADA system, and provides high quality services,it is recommended that B&W be awarded this <br /> agreement effective September 1,2017 to December 31,2018 for a fee of$48,339. <br /> B&W will provide the following services: <br /> • Renew hardware and software support and extended warranty agreements <br /> • Perform continuous proactive system maintenance <br /> • Perform quarterly preventative system maintenance <br /> • Perform reactive maintenance as needed <br /> POTENTIAL OBJECTIONS: None foreseen. <br /> INPUT FROM OTHER SOURCES: <br /> The following City staff reviewed and approved the agreement in August: <br /> James Edwards,Director of Information Technology <br /> Gregg Zientara,Director of Financial Management <br /> Wendy Morthland, Corporation Counsel <br /> STAFF REFERENCE: Richard Marley,Director of Public Works, 217-424-2747,rmarley@decaturil.gov Keith Alexander, <br /> Water Production Manager, 217-424-2863,kalexander@decaturil.gov <br /> https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=1265 1/2 <br />
