City Of Decatur
Executive Summary
Mr. Gregg Zientara
City Treasurer & Director of Finance
City of Decatur
One Gary K. Anderson Plaza
Decatur, IL 62523-1196
RE: October 1, 2017 Insurance Program Renewal
Arthur J. Gallagher Risk Management Services, Inc. is pleased to present our
renewal proposal of insurance to the City of Decatur. Enclosed for your review are the
terms and conditions for your renewal companies that we approached on the City's
behalf.
The current Workers Compensation marketplace for public entities in the state of
Illinois continues to be limited. For Municipalities, the driving force of claims has been
with the police and fire classifications.
Carriers continue to see a frequency of claims, but also severity of claims
continues to rise. The severity of claims continues to be attributable to a few of the
following factors:
• Advances in medical technology and science increases life expectancy thus
increasing lifetime indemnity and medical payments
• Aging workforce
• Dependence on opioids
In regards to the 2017/2018 Workers Compensation renewal we approached our
incumbent carrier, Liberty Mutual Insurance Company. Our incumbent carrier Liberty
Mutual gave us a very competitive renewal, we are recommending to the City that you
renew with Liberty Mutual.
On the Crime Coverage we approached three carriers for the renewal. Based upon
the quotations we received, we are recommending that we renew with the incumbent
carrier National Union, even though their renewal premium is slightly higher than the
other markets.
The City of Decatur's Cyber Coverage was submitted to three carriers for
competitive quotations. This has resulted in a premium reduction. Our incumbent carrier
ACE American Insurance Company has given us a premium reduction of over $2,300.
We recommend that we renew with ACE.
In regards to the Boiler/Equipment breakdown coverage, we approached three
carriers for your renewal. In spite of your property values slightly increasing, our
incumbent carrier The Chubb Insurance Company gave us a premium reduction. We
recommend the City renew with Chubb.
On your Package Policy, we did a very extensive marketing effort two years ago. At
that time we moved to AIX Specialty Insurance Company. AIX gave us a premium
reduction in 2016/2017 and for 2017/2018 AIX has again given us a premium reduction
Arthur J.Gallagher Risk Management Services,Inc.
2
