The subject site, located at 760 South Franklin Street, contains a 1,700 square foot commercial <br /> structure housing a restaurant. The subject site is zoned B-1 Neighborhood Shopping District. <br /> PROJECT DESCRIPTION <br /> 1. The subject petition requests a conditional use permit to allow for a drive through facility in the B- <br /> 1 Neighborhood Shopping District. <br /> 2. TKG'S Wing Heaven is a franchise that has been operating for a couple of years in Decatur and has <br /> a new online ordering service where patrons can pay for their order and just stop by the restaurant <br /> to pick up. The petitioner would like to convert an existing window into a drive through pick up <br /> window so that patrons ordering online may have the option and convenience of staying in their <br /> vehicles. <br /> 3. The petitioner is proposing to only have five (5) stacking spaces instead of the required ten (10) <br /> stacking spaces as there will be no menu/order board on site. <br /> STAFF ANALYSIS <br /> 1. Staff supports the proposed Conditional Use Permit, as the addition of a drive through facility will <br /> help to expand the abilities of the business to better serve their patrons. Staff believes the proposed <br /> reduction in stacking spaces to five(5) should not cause any issues with congestions as there will be <br />
