Item Coversheet Page 1 of 1
in
Information Technology
DATE: 10/16/2017
MEMO: INFORMATION TECHNOLOGY DEPARTMENT 2017-05
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: James Edwards,Director Information Technology Department
SUBJECT:
Itron ChoiceConnect Fixed Network Upgrade
SUMMARY RECOMMENDATION:
Staff recommends that City Council approve the attached resolution authorizing the City Manager to execute a Statement of Work
from Itron,Inc.to upgrade the Automatic Meter Reading System from Version 5.1 to Version 5.3 for a fee not to exceed$53,050.
BACKGROUND:
The City standardized on an Automatic Meter Reading System installed in 2013 utilizing software from Itron Analytics and United
Systems&Software which has saved the City countless man hours of labor with meter reading and provides detailed analytic data
with how water is consumed. This software(currently at Version 5.1)is near end of life and the City's support contract with Itron
requires an upgrade to the newest (Version 5.3) prior to end of first quarter in 2018. Itron's 5.3 Version is re-written to
accommodate running their software on the Microsoft 2012 Server Operating System since the 2008 Operating System will no
longer be supported by Microsoft after the end of this year. Due to Itron's re-write of their application, additional vendor
assistance will be required to insure a successful upgrade and smooth data migration of our current data. This purchase includes
the cost of training the I.T.and Water Department Staff on the workflow of the upgraded advanced system.
It should be noted that the original software was installed on vender-preferred stand-alone servers. Itron's upgraded software will
be installed on the City's standardized virtual server infrastructure which will eliminate the need to purchase a standalone server at
an estimated savings of$15,000.
The quote received for this project is attached. The proposed vendor,Itron Analytics, is the sole provider for this software. Staff
recommends acceptance of the attached proposal.
POTENTIAL OBJECTIONS: None Anticipated.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Jim Edwards,IT Director,450-2236
BUDGET/TIME IMPLICATIONS:
The$53,050 cost for this purchase will be paid from Water Operations,Fund 80.
ATTACHMENTS:
Description Type
Resolution Letter Resolution Letter
Itron Statement of Work/Quote Backup Material
https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=1307 10/16/2017
