Ovook: 4603 Page.: 100 <br /> Excerpts from Plan Commission Meeting of December 7,2017 continued: <br /> Staff recommends approval of the petition with the following conditions: <br /> 1. Final site, landscaping and lighting plans shall be submitted to and approved by the Economic and <br /> Community Development Department, Public Works Department and the Fire Department prior to <br /> building permits being released. <br /> 2. Greenridge Drive shall be improved. Improvements shall extend from Mound Road north to the <br /> point where fire trucks will stop to back into the station. <br /> 3. Parking shall be restricted on the east side of North Greenridge Drive from West Mound Road to the <br /> northern property line of the proposed Fire Station and on the west side of North Greenridge Drive <br /> directly across from the proposed Fire Station's driveway including an extra 20 feet north of said <br /> driveway and 17 feet south of said driveway. <br /> Section XXII.A.2. requires the Plan Commission to hold a public hearing on a Conditional Use Permit <br /> request, and then forward its report and recommendation to the City Council for a final decision. A motion <br /> to forward Calendar No. 17-44 to City Council by the Plan Commission with a recommendation for approval <br /> is suggested. <br /> Fire Chief Jeff Abbott, on behalf of the City of Decatur as the petitioner,was sworn in by Mrs. Poland. <br /> Chief Abbott stated that Decatur has not built any fire stations to the north since 1962. Fire coverage has <br /> been extended to the north as several properties have been annexed into the City. The ceiling at Fire Station <br /> #5 has collapsed twice and there are water issues that cannot be fixed. In 2015 consultants were hired to <br /> study all the fire stations. Station#5 was ranked the worst. Currently,there is an eight(8)to ten(10) <br /> million-dollar project to bring all fire stations up to current codes. There are four(4) stations that are being <br /> remodeled and three(3) stations will be replaced. Stations#5 is one to be replaced. The proposed site will <br /> lower the response times to the north. This location seems to be the most feasible. <br /> Discussion was held on fire protection coverage for the area to the south of the current station if the newly <br /> proposed site is located further north. There was also discussion of traffic control for vehicles traveling east <br /> and west on Mound Road. <br /> Mr. Bruce Frantz asked what would happen to the existing firehouse if this petition is approved by City <br /> Council. Chief Abbott said there has been no discussion on what the City will do with the existing firehouse. <br /> Public Comments: <br /> 1) Mrs. Sharon Colbeck was sworn in by Mrs. Poland. <br /> Mrs. Colbeck stated she lives diagonal of the proposed site and their property suffered several <br /> thousand dollars' worth of damage from a wreck that happened at the intersection on Thanksgiving <br /> evening. There are many accidents at this corner and she feels this is a major safety concern for the <br /> neighborhood. <br /> 2) Mr. Brad Altevogt was sworn in by Mrs. Poland. <br /> Mr. Altevogt said this new development will only allow him one parking space on the road. They <br /> only have a single driveway at their residence. Ms. Suzy Stickle stated the City is not required to <br /> provide on-street parking because a residential driveway is not large enough to accommodate their <br /> personal vehicles. <br /> It was moved and seconded(Jeffery/Smith)to forward Calendar No. 17-44 to the City Council with a <br /> recommendation for approval as presented by staff. Motion carried unanimously. <br />
