Item Coversheet Page 1 of 1
Information Technology
DATE: 1/16/2018
MEMO: MEMORANDUM 2018-01
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Tim Gleason,City Manager
James Edwards,Director Information Technology Department
SUBJECT:
Authorization for City Manager to enter into a Memorandum of Understanding Agreement and associated Sales Order with the Decatur Park
District and the Macon County Sheriffs Office to provide Internet Access through the City of Decatur.
SUMMARY RECOMMENDATION:
Staff recommends that the City Council approve the next two attached resolutions, authorizing the City Manager to execute agreements and
associated Sales Orders with the Decatur Park District and the Macon County Sheriffs office to provide internet access through the City's Illinois
Century Network Internet Service Connection. The agreement with the Park District is for five years and the agreement with the Macon County
Sheriffs Office is for one year and automatically renews unless there is notice to do otherwise.
BACKGROUND:
The City has completed Phase II of its city wide fiber network which established direct fiber connections to the Illinois Century
Network who provides state of the art symmetrical fiber based internet access for Municipalities, Local and State Government,
Schools, Libraries, and other not for profit entities. This provides for an extraordinary opportunity to partner with other
government agencies and not for profits to share internet resources at a very low monthly cost to those who participate. It also
provides the city with a tool for redeveloping and redefining areas of Decatur that many other cities don't currently have,
supporting neighborhood regeneration and helping to improve property values and grow our community.
When the Decatur City Council approved this project in November 2016 we discussed the partnerships that we would be able to
secure with entities rhat could benefit from this service and who would see significant cost savings and potentially improved
reliability as a result. We have negotiated agreements with both the Macon County Sheriff s Office and the Decatur Park District
as our first partners and are at various stages of discussion with a number of other organizations.
This and the following agreement and the associated sales orders, if approved, would deliver access to the Park District and the
Macon County Sheriff s Office for their own exclusive use.
POTENTIAL OBJECTIONS: None anticipated
INPUT FROM OTHER SOURCES: None.
STAFF REFERENCE: Jim Edwards,IT Director,450-2236
BUDGET/TIME IMPLICATIONS: None
ATTACHMENTS:
Description Type
resolution C0% iNlrnu,
Memorandum of Understanding Agreement Backup Material
Sales Order Backup N1,1M1a1
https:Hdecatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=1374 1/12/2018
