Exhibit A
SCOPE OF WORK
Analysis, design, and preparation of Construction Documents for various storm sewer,
detention, and other drainage improvements in the 32nd and Fulton neighborhood. Scope
includes:
1. Field Surveys and Data Collection
• Topographic and limited public property survey for the purposes of performing limited
modeling and preparing (in CAD)final construction plans for planned drainage
improvements. Study/Design area is identified on the attached map and includes:
■ 32nd Street from Orchard Drive to Fulton Ave., including NE corner of Sinawik Park.
■ Fulton Ave. from 32nd Street to 33rd Street.
■ Portions of the existing "Western Drainage Ditch"from Fulton Ave. to a location north
of Maplewood Ave. where tie-ins to the future relief sewer will be made.
■ The undeveloped public ROW aligning with 33rd Ave. from Fulton Ave. to Maplewood
Ave.
■ Picking up general topography and pertinent utility infrastructure in the study area.
■ Utilize existing plats, subdivision plans, deeds, easements, GIS data, and other
property information provided by City of Decatur Public Works staff to identify basic
property information along public ROW where work is proposed.
■ Prepare an easement plat for future detention basin on public park property in
Sinawik Park.
■ Three days of time to pick up limited surveying on public ROW adjacent to up to 19
isolated locations where drainage issues have been reported. Surveying on private
property will be limited to surface ground shots and local drainage infrastructure for
the purposes of identifying feasibility of connection to public improvements in
adjacent ROW.
• An additional two days of pickup surveying to be available during design and construction
plan development, to be billed on a time and materials basis, as needed.
• Coordination with City staff to review, obtain, and digitize/incorporate existing plans
(electronic or paper) into electronic base files for modeling and design.
2. Meetings
• One (1) Public Open House to present recommendations and receive & document
public input.
• One Meeting with Park District and School District personnel to review and present
recommendation for detention basin on park property.
• Four (4) bi-monthly progress meetings with Public Works staff to review data collection,
analysis, preliminary and pre-final construction plans.
3. Modeling and Analysis
• Develop an EPA SWMM Hydrologic-Hydraulic Model of proposed drainage improvements
to evaluate 10, 25 and 100-year storm events and size pipe and ditch capacities, detention
basin geometry, cross-road culvert geometry, and channel geometry. Model will estimate
the resultant high-water levels to be used for determining sizes, shapes and locations of
proposed infrastructure. Modeling may also identify existing limitations (e.g. topography,
existing utilities or structures)that affect the capacities of any proposed infrastructure.
Last Revised:05-15-2013 A-I
