As you <br /> know, easements by definition are utilized upon properties to provide public entities or others- including utility companies — <br /> certain rights including access to utilities or other infrastructure located within said easements and,for that reason,cannot be built <br /> upon.We recommend vacating this easement in this case because the City of Decatur has no utilities in the easement,nor are any <br /> being held by Ameren,Comcast Communications and AT&T. <br /> Letters were sent to Ameren,Comcast Communications,and AT&T notifying the utility companies of the vacation request and all <br /> companies approved the request because there are no utilities in the easement.No compensation is required for easement vacation <br /> requests,therefore no appraisal is required. <br /> The easement is not necessary to serve the general public. Staff is of the opinion that the vacation of this easement will not have <br /> an adverse affect on the general public.
