use of the City. <br /> 16.AII documents and records in the possession of the AWI, sub-consultants, sub-contractors <br /> and any other person employed by the AWI, sub-consultants, or sub-contractors to perform <br /> a governmental function on the City of Decatur's behalf and directly related to the <br /> governmental function are subject to the Illinois Freedom of Information Act.
