Item Coversheet Page 1 of 1 <br /> in <br /> City Manager <br /> DATE: <br /> MEMO: <br /> TO: Mayor Julie Moore Wolfe and Decatur City Council Members <br /> FROM: Tim Gleason,City Manager <br /> Ray Lai,Director of Economic and Community Development <br /> Billy Tyus,Deputy City Manager <br /> SUBJECT: Resolution Authorizing Real Estate Lease Agreement for Property Located in the 200-500 Blocks of East Central <br /> Avenue in the Wabash Crossing Redevelopment Area <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the attached resolution authorizing a lease agreement with <br /> Crossing Healthcare for land in the Wabash Crossing Area.The agreement would allow for an expansion of its current gardening, <br /> training and education programs will providing additional exercise options. <br /> BACKGROUND: <br /> Since 2016 The City has worked in partnership with Crossing Healthcare to lease land in the Wabash Crossing area to the medical <br /> facility to support its Prescription Produce Program.As part of the program,patients who have been diagnosed with pre-diabetes <br /> or diabetes may qualify for prescriptions providing fresh food and produce.The program is also done in conjunction with other <br /> local entities to provide training opportunities in the areas of gardening,construction trades,sales and marketing. <br /> Crossing is requesting that the city approve the attached lease expanding the number of city owned lots leased due to the success of <br /> the program and out of a desire to expand patient access to fresh food,training and health-related exercise options.The program <br /> would be expanded to include an orchard,walking path,additional growing and teaching options used solely as part of the <br /> Crossing Healthcare health programs. <br /> The proposed lease is for one year with the potential for a one year extension.The lease,if approved,would extend land to the east <br /> along the strip of land just south of the new Crossing Healthcare medical facility. <br /> As you know,the Decatur City Council approved an agreement with Crossing Healthcare in 2014 to allow for the development of <br /> the organization's current facility,a partnership that paved the way for a Crossing Healthcare expansion serving the needs of <br /> thousands of patients each year. <br /> PRIOR COUNCIL ACTION: The City Council previously leased property in the area for the current version of the Crossing <br /> Healthcare Prescription Produce Program. <br /> POTENTIAL OBJECTIONS: None <br /> INPUT FROM OTHER SOURCES: Crossing Healthcare <br /> STAFF REFERENCE: Tim Gleason,City Manager,at 217-424-2801,Ray Lai,Director of Economic and Community <br /> Developmetn,at 217-424-2727 or rlai@decaturil.gov,Billy Tyus,Deputy City Manager,at btyus@decaturil.gov or 217-424- <br /> 2801. <br /> BUDGET/TIME IMPLICATIONS: None <br /> ATTACHMENTS: <br /> Description Type <br /> resolution Resolution Letter <br /> lease Backup Material <br /> https:Hdecatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=1427 2/15/2018 <br />
