Excerpts from Traffic & Parking Commission Meeting Minutes <br /> January 25, 2018 <br /> Item#1 Request for stop signs along North College Street at its intersection with <br /> West Olive Street. <br /> A request was made from a resident to install stop signs at the intersection of N. College Street <br /> and W. Olive Street citing accidents as the reason for the request. Upon review of the accident <br /> records at the intersection, three angle crashes have been recorded at this intersection over the <br /> last three years. Angle crashes occur when a vehicle on one street collides with a vehicle on a <br /> crossing street. Stop signs can help reduce angle crashes. 1.5 accidents per million vehicles is <br /> usually the threshold used to determine if stop signs are warranted. Two-way stop controlled <br /> intersections usually stop the street with less traffic. It was assumed that Olive Street has less <br /> traffic than College Street, but the counts showed opposite. Traffic counts were collected after <br /> the agenda was released and the results of those counts were handed to the commission members <br /> before the meeting. The counts show 331 vehicles entering the intersection per day which results <br /> in an accident rate of 8.28 accidents per million vehicles. <br /> City staff recommends placing two stop signs at the intersection of W. Olive Street and N. <br /> College Street facing N. College Street. <br /> Lyle Meador motioned to move forward with placing stop signs at the intersection of W. Olive <br /> Street and N. College Street with the signs facing N. College Street. Seconded by Ed Hurst, and <br /> on call of the roll, Commission Members Broderick,Newell, Hurst, Meador and Stewart voted <br /> aye. The chairman declared the motion carried. <br />
