Item Coversheet Page 1 of 2 <br /> in <br /> Financial Management <br /> DATE: 2/9/2018 <br /> MEMO: Letter to the Decatur City Council Financial Management Department Letter#2018-03 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM:O Tim Gleason,City Manager <br /> Gregg D.Zientara,City Treasurer&Director of Finance <br /> SUBJECT: Ordinance Appropriating Monies for the Purpose of Defraying the Expenses of Several Departments and Funds of the <br /> City of Decatur,Illinois for the Fiscal Year Beginning January 1,2018 and Ending December 31,2018,Including All Outstanding <br /> Claims and Fixing a Time When the Same Shall Take Effect <br /> SUMMARY RECOMMENDATION: <br /> City Administration recommends City Council approval of the attached Ordinance,which provides appropriation approval for the <br /> City of Decatur to spend monies providing necessary and required services to the citizens,taxpayers and stakeholders of the City <br /> of Decatur. <br /> BACKGROUND: <br /> The Ordinance attached herewith includes spending authorization for the 2018 fiscal year budget previously adopted and approved <br /> by the City Council with Council passage of Resolution No. 2017-142 dated December 4,2017,and includes additional spending <br /> appropriations required to deliver services not included in the 2018 fiscal year budget. <br /> A notice of Public Hearing was published in the Herald & Review on February 21. 2018, announcing a public hearing on the <br /> appropriation ordinance to be conducted on March 5,2018 at 5:30pm in the City Council Chambers. <br /> New appropriations and changes included as follows: <br /> Fund Fund Name Revenue Expense Comment <br /> 21 Wabash TIF 1,500 Taxing district payment <br /> 24 Southside TIF 2,550 Developer payment <br /> 84 Community 1,000,000 Grant donation <br /> Revitalization <br /> Total 0 1,004,050 <br /> Developer and Taxing District payments are higher in Wabash TIF Fund 21 and Southside TIF Fund 24 than estimated in the <br /> budget.
