a Member of Congress in connection with the awarding of any <br /> contract, the making of any grant, the making of any loan, the <br /> entering into of any cooperative agreement, and the extension, <br /> continuation, renewal, amendment, or modification of any <br /> contract, grant, loan, or cooperative agreement; <br /> b. If any funds other than appropriated funds have been paid or will <br /> be paid to any person for influencing or attempting to influence an <br /> officer or employee of any agency, in connection with this <br /> contract, grant, loan, or cooperative agreement, it will complete <br /> and submit Standard Form-LLL, "Disclosure Form to Report <br /> Lobbying", in accordance with its instructions; <br /> C. It will require that the language of paragraph (d) of this <br /> certification be included in the award documents for all sub awards <br /> at all tiers (including subcontracts, sub grants, and contracts under <br /> grants, loans, and cooperative agreements) and that all recipients <br /> shall certify and disclose accordingly; and <br /> d. Lobbying Certification—Paragraph d <br /> This certification is a material representation of the fact upon <br /> which reliance was placed when this transaction was made or <br /> entered into. Submission of this certification is a prerequisite for <br /> making or entering into this transaction imposed by Section 1352, <br /> Title 31, and U.S. Code. Any person who fails to file the required <br /> certification shall be subject to a civil penalty of not less than <br /> $10,000 and not more than$100,000 for each such failure. <br /> 6. Copyright <br /> If this contract results in any copyrightable material,the City and/or grantor agency <br /> reserves the right to royalty-free, non-exclusive and irrevocable license to <br /> reproduce, publish or otherwise use and to authorize others to use, the work for <br /> government purposes. <br /> 7. Religious Organizations <br /> The Recipient agrees that funds provided under this contract will not be utilized for <br /> religious activities, to promote religious interests, or for the benefit of a religious <br /> organization. <br /> XI. ENVIRONMENTAL CONDITIONS <br /> A.
