Item Coversheet Page 1 of 1
in
Information Technology
DATE: 3/19/2018
MEMO: Information Technology Department 2018-04
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Tim Gleason,City Manager
James Edwards,Director Information Technology Department
SUBJECT: Authorization for Mayor to enter into an Indefeasible Right of Use(IRU)Agreement and associated Sales Order with the Central
Illinois Regional Dispatch Center(CIRDC)to obtain Dark Fiber from the City of Decatur Fiber Network.
SUMMARY RECOMMENDATION: Staff recommends that City Council approve the attached resolution, authorizing the Mayor to
execute a 20-year Indefeasible Right of Use Agreement and associated Sales Order with the CIRDC to provide six strands of Dark Fiber between
the Law Enforcement Center(LEC)and the new CIRDC building(currently being built).
BACKGROUND:
The City is extending its citywide fiber network to provide high speed computer connectivity options for entities down State
Business Route 51 as well as high speed computer connectivity for connections required between the LEC and new CIRDC
buildings. This provides an extraordinary opportunity to expand our ability to partner with other government agencies and not for
profits to share City fiber resources at a favorable cost to those who participate.
This IRU Agreement gives the CIRDC the right to use six strands of City Fiber between the LEC and the new CIRDC building for an initial term
of 20 years. The IRU Agreement further demands up-front payment for the right to use these dark fibers in addition to a monthly fiber
maintenance fee. CIRDC is paying to use the fiber only,no electronics is provided in this agreement.
POTENTIAL OBJECTIONS: None Anticipated
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: James Edwards,Director Information Technology
BUDGET/TIME IMPLICATIONS: Revenue from the CIRDC demanded by this IRU Agreement is a one-time payment to the City of
$22,200 and a reoccurring fiber maintenance fee of$799.20 annually.
ATTACHMENTS:
Description Type
Resolution Letter Resolution better
IRU Agreeement for CIRDC Backup Material
Sales Order-CIRDC Backup N[atcrial
https:Hdecatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=1452 3/16/2018
