Item Coversheet Page 1 of 2 <br /> in <br /> Public Works <br /> DATE: 3/11/2018 <br /> MEMO: 2018-12 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Tim Gleason,City Manager <br /> Matthew C.Newell,P.E.,Public Works Director <br /> SUBJECT: <br /> Resolution Authorizing an Intergovernmental Cooperation Agreement with the Village of Forsyth,the Village of Mount <br /> Zion,and the Village of Warrensburg for 2018 Micro-Surfacing Project, <br /> City Project 2018-24 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution accepting the intergovernmental agreement for the sharing <br /> of certain costs related to highway improvement projects involving the use of micro-surfacing between the City of Decatur,the <br /> Village of Forsyth,the Village of Mount Zion,and the Village of Warrensburg,Illinois. <br /> BACKGROUND: <br /> Micro-Surfacing projects are focused on slowing the deterioration of pavements that are experiencing moderate wear. The actions <br /> of sun,freezing,traffic and age all combine to deteriorate asphalt pavements. Micro-surfacing is designed to seal and protect the <br /> pavement surface and slow deterioration thereby delaying the need for more expensive treatments such as a mill and overlay or <br /> total reconstruction. The work involves coating the existing pavement with a thin mix of asphalt emulsion and aggregate which <br /> serve to correct minor surface distresses and extend the life of the pavement. When performed at the right time with only <br /> moderate wear on the street,micro-surfacing treatments can last from 5 to 7 years. The City has performed three micro-surfacing <br /> projects in the past with good results. The Macon County Highway Department has also placed micro-surfacing on several County <br /> highways,as have some of the nearby Townships and Villages. <br /> The City of Decatur along with Hickory Point Township,the Village of Forsyth,the Village of Mount Zion,the Village of <br /> Warrensburg,and Macon County propose a combined project that will use micro-surfacing as a cost-effective way of protecting <br /> streets in each jurisdiction. Each agency party to this agreement has selected streets appropriate for micro-surfacing treatment and <br /> are combining them into one contract to receive more competitive bids and reduce project costs. <br /> In February of 2013,the City entered into an agreement with Macon County,Hickory Point Township,Long Creek Township,and <br /> Mount Zion Township to combine micro-surfacing projects.As defined under the original agreement,the City will act as the lead <br /> agency for the combined micro-surfacing project and pay the total cost of the work,with the other agencies agreeing to reimburse <br /> the City for the work completed on the streets in their jurisdiction.Mount Zion Township and Long Creek Township have opted <br /> out of this year's project.The Villages of Forsyth,Mount Zion,and Warrensburg are entering into the agreement only for projects <br /> in 2018. <br /> The City's portion of the project will include portions of the Greendell Neighborhood and the Devonshire Neighborhood.See <br /> attached location map for information. <br /> PRIOR COUNCIL ACTION: <br /> February 19,2013—Council approved Resolution 82013-16 authorizing an intergovernmental cooperation agreement for the <br /> sharing of certain costs related to micro-surfacing improvements between the City of Decatur,Hickory Point Township,Long <br /> Creek Township,Mount Zion Township and the County of Macon,Illinois.This agreement is in effect until December 31,2018. <br /> POTENTIAL OBJECTIONS: There are no known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: <br /> The Village of Forsyth,the Village of Mount Zion,and the Village of Warrensburg. <br /> https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=1458 3/16/2018 <br />
