INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF DECATUR AND <br /> CENTRAL ILLINOIS REGIONAL DISPATCH CENTER REGARDING EMPLOYEE <br /> TRANSFER <br /> THIS AGREEMENT made and entered into by and between the City of Decatur,an Illinois <br /> municipal corporation (City), and the Central Illinois Regional Dispatch Center, an Illinois <br /> governmental entity (CIRDC), on the 19 day of March , 2018. The parties mutually <br /> desire to enter into an agreement and hereby mutually covenant and agree as follows: <br /> WHEREAS, the City and CIRDC are both public agencies as defined under the <br /> Intergovernmental Cooperation Act (5 ILCS 220/1 et. seq.), and are therefore authorized and <br /> empowered to enter into intergovernmental agreements to share services and expenses; <br /> WHEREAS, the City and the CIRDC have each determined that it is in the public interest <br /> and general welfare of the City and the CIRDC to transfer the City employees to the CIRDC to <br /> work in a dispatch-related capacity; and <br /> WHEREAS, no ordinances or laws prohibit this Intergovernmental Agreement or the <br /> transactions provided for herein. <br /> NOW,THEREFORE,in consideration of the foregoing,the sufficiency of which is hereby <br /> acknowledged,the parties agree as follows: <br /> A. EMPLOYMENT <br /> 1. CIRDC agrees to offer employment opportunities to the City employees who <br /> previously worked for the City in a dispatch-related capacity. <br /> 2. Any and all employees that transfer from the City to CIRDC (Employee) shall be <br /> bound by the provisions of this Agreement as a condition of their employment with <br /> CIRDC. <br /> 3. As employees of the City, Employees earned various benefits including vacation, <br /> sick leave and holiday leave. <br /> 4. To comply with any collective bargaining or other agreements, the City shall <br /> reimburse CIRDC for these accrued benefits according to the provisions stated <br /> herein. <br /> B. SICK LEAVE REIMBURSEMENT <br /> 1. Employees shall be permitted to take sick leave days in accordance with the <br /> employee guidelines set forth by CIRDC outside of this Agreement. <br /> Page 1 of 4 <br />
