CITY COUNCIL MEMORANDUM <br /> NO. 2018-03 <br /> March 15,2018 <br /> TO: Honorable Mayor Moore Wolfe and City Council <br /> FROM: Tim Gleason, City Manager <br /> Wendy Morthland, Corporation Counsel <br /> James E. Getz Jr., Chief of Police <br /> Amy Waks, Assistant Corporation Counsel <br /> SUBJECT: Resolution authorizing Intergovernmental Agreement between the City of Decatur <br /> and the Central Illinois Regional Dispatch Center regarding employee transfer. <br /> SUMMARY RECOMMENDATION: Staff requests authorization for the City to enter into an <br /> Intergovernmental Agreement with the Central Illinois Regional Dispatch Center (CIRDC) which <br /> authorizes reimbursement and payment to the CIRDC for employee sick leave,approved vacation time <br /> and accrued holiday time for employees earned while employed by the City of Decatur. <br /> PRIOR COUNCIL ACTION: The City Council passed a Resolution on June 5, 2017 authorizing <br /> the City of Decatur to enter into an Intergovernmental Agreement providing for the creation of the <br /> CIRDC for managing, staffing, and equipping the Public Safety Answering Point(PSAP). <br /> POTENTIAL OBJECTIONS: There are no known or expected objections. <br /> INPUT FROM OTHER SOURCES: Jon Thomas, Executive Director, Central Illinois Regional <br /> Dispatch Center <br /> STAFF REFERENCE: Amy Waks,Assistant Corporation Counsel, at 424-2807. <br /> BUDGET/TIME IMPLICATIONS: The agreement has provisions for the City of Decatur for <br /> payments to the CIRDC for reimbursement and payment to the CIRDC for employee related <br /> expenditures earned while employees of the City. <br />
