PUBLIC WORKS MEMORANDUM
NO.2018-13
DATE: April 6,2018
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Tim Gleason, City Manager
Matt Newell,P.E.,Public Works Director
SUBJECT: Resolution Approving an Agreement with Strand Associates,Inc. for
Professional Engineering Services for the 2018 Water System Hydraulic Model
Update and Extended Period Simulation (EPS)
City Project 2018-04
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the attached Resolution authorizing the Mayor to
sign, and the City Clerk to attest, a professional engineering services agreement between the City of
Decatur and Strand Associates, Inc,to provide professional services for an update and analysis of the
Water System Hydraulic Model, for a fee not to exceed $170,897.
PRIOR COUNCIL ACTION:
This work is budgeted in the 2018 Capital Improvement Plan.
BACKGROUND:
The Illinois Environmental Protection Agency requires culinary water systems in the State to
maintain 0.2 mg/1 of free chlorine residual within their distribution systems. The City routinely
samples the water distribution system to assure that this minimum residual is maintained. As water
ages, the free chlorine residual naturally dissipates or reduces. To assure that the water distribution
system is operating to prevent areas of old water within the system, it is proposed that an Extended
Period Simulation(EPS)be run on the system. An EPS simulation identifies any areas prone to
reduced chlorine or aging water and can advise on how best to address them.
Strand Associates, Inc. (Strand) has been providing the City with water system modeling and
master planning services since 2000 and currently maintains the City's water distribution model.
Strand's experience with City's water system allows them to provide the City with high quality and
efficient professional services.
Engineering Services Agreement
The 2018 Water System Hydraulic Model Update will provide the City with an extended period
simulation(EPS)that will model the water age and chlorine residual within the water distribution
system. The model will be calibrated during August which is a time of low water turnover within the
system, when water aging may be at its worst.
^ 1 ^
