Item Coversheet Page 1 of 2 in Public Works DATE: 4/25/2018 MEMO: 2018-18 TO: Honorable Mayor Pro Tempore Dana Ray and City Council Members FROM: Timothy Gleason,City Manager Matthew C.Newell,P.E.,Public Works Director Deborah M.Perry,Purchasing Supervisor SUBJECT: Resolution Accepting the Bid and Authorizing the Execution of a Contract with Homer Tree Care,Inc.,for Removal of Trees and Brush on City Property SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve,that the Mayor be authorized to sign,and the City Clerk attest to the following resolutions: 1. A contract for tree removal on various City rights of way to Homer Tree Care,Inc.in the amount of$32,470. 2. A contract to remove the brush and trees along William Street Rd.(State Route 105)embankment on the north side adjacent to Lake Decatur to Homer Tree Care,Inc.in the amount of$35.000. BACKGROUND: The boulevard trees are large dead and dying trees consisting mainly of ash trees which are being attacked by the Emerald Ash Borer and have been identified as potential hazards. The trees and brush along the lake are being removed for shoreline protection. Contractors for City Projects shall comply with City Code Chapter 28,Article 10,"Minority Participation Goals for Public Works Contracts". Contractors for City Projects shall make a good faith effort to comply with the following minimum goals: 1.Ten(10)percent of the total dollar amount of the contract should be performed by Minority Business Enterprises if subcontracting opportunities are available;and 2. Eighteen(18)percent of the total hours worked should be performed by minority workers. Subcontracting is not a requirement for City Projects. Homer Tree Care,Inc.will self-perform 100%of the contract. Homer Tree Care,Inc.has provided documentation showing a good faith effort was made to comply with the goals. In their 2017 project, Homer Tree Care used over 86%minority worker hours. POTENTIAL OBJECTIONS: There are no known objections. INPUT FROM OTHER SOURCES: Forestry and Lake Maintenance Sections requested the removals and wrote the specifications. BUDGET/TIME IMPLICATIONS: $32,470-Funds budgeted in Hazardous Tree Removal line item in the Forestry Operation Budget. $35,000-Funds budgeted in Lake Maintenance Contractual Services line item.
