Excerpt from 4-26-2018 Traffic& Parking Commission Minutes <br /> Item #2 Request for stop signs at the intersections of East Clay Street and South 22"d <br /> Place facing South 22°d Place,East Clay Street and South 23rd Street facing <br /> South 23rd Street,East Clay Street and South 23rd Place facing South 23rd <br /> Place,and East Clay Street and South Nelson boulevard facing East Clay <br /> Street. <br /> City staff received a request from a resident for stop signs at the intersection of East Decatur <br /> Street and South 23`d Street. Upon reviewing the accidents records at this intersection, no <br /> accidents have occurred there within the last 5 years. Within the neighborhood bounded by <br /> Wood Street to the north, 22nd Street to the west,Nelson Boulevard to the east and Powers <br /> Boulevard to the south; only two intersections have any stop or yield signs.Nearly all of the <br /> intersections have very low volumes and very few recorded accidents in the last 5 years. In cases <br /> where residents are used to uncontrolled intersections, it is usually best to leave them <br /> uncontrolled until there is either a major change in traffic or there is an increase in accidents.No <br /> stop signs are recommended for the intersection of East Decatur Street and South 23`d Street. <br /> While most intersections in this neighborhood have very few accidents, a review of accidents <br /> showed a higher rate of accidents along each of the intersections along East Clay Street. The <br /> intersection of East Clay and South 22❑d Place has had 3 accidents within the last 5 years. The <br /> intersection of East Clay and South 23`d Street has had 3 accidents within the last 5 years. The <br /> intersection of East Clay and South 23`d Place has had 2 accidents within the last 5 years. Based <br /> on the traffic volumes shown on the attached documents,the Clay Street intersections have <br /> accident rates ranging from 2.7 to 4.4 accidents per million vehicles entering the intersection.For <br /> reference the Traffic and Parking Commission usually uses 1.5 accidents per million vehicles as <br /> a threshold for requiring stop signs at an uncontrolled intersection. All three exceed that <br /> threshold. <br /> The intersection of East Clay Street and South Nelson Boulevard does not have any traffic or <br /> accident data attached but a stop sign exists for the road leaving Overlook Adventure Park. Since <br /> that road lines up with Clay Street, it would be proper to treat it as a two way stop controlled <br /> intersection. <br /> East Clay Street has higher traffic volumes than 22nd Place, 23`d Street, and 23`d Place. City staff <br /> recommends installing stop signs at the intersections of East Clay Street and South 22nd Place <br /> facing South 22nd Place, East Clay Street and South 23rd Street facing South 23rd Street, East <br /> Clay Street and South 23rd Place facing South 23rd Place, and East Clay Street and South <br /> Nelson Boulevard facing East Clay Street. <br /> City staff recommends installing stop signs at the intersections of East Clay Street and South <br /> 22nd Place facing South 22,d Place,East Clay Street and South 23`d Street facing South 23`d <br /> Street,East Clay Street and South 23`d Place facing South 23`d Place, and East Clay Street and <br /> South Nelson Boulevard facing East Clay Street. <br />
