Item Coversheet Page 1 of 2 <br /> in <br /> Public Works <br /> DATE: 4/27/2018 <br /> MEMO: 2018-19 <br /> TO: Honorable Mayor Pro Tempore Dana Ray and City Council Members <br /> FROM: Tim Gleason,City Manager <br /> Matthew C.Newell,P.E.,Public Works Director <br /> SUBJECT: <br /> Resolution Approving an Amendment to the Professional Services Agreement with Quetica,LLC,for the Decatur Supply <br /> Chain Study <br /> City Project 2014-06 <br /> SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached Resolution authorizing the <br /> Mayor and City Clerk to execute an Amendment to the Professional Services Agreement with Quetica,LLC in the amount of <br /> $73,860 for additional work required to complete the Decatur Supply Chain Study. The$73,860 Amendment is in addition to the <br /> original agreement amount of$288,530 for the final agreement amount of$362,390 between Quetica,LLC and the City of Decatur <br /> for services to prepare a Supply Chain Study. <br /> BACKGROUND: <br /> In 2017,the City began the development and application of a demand-based supply chain network design and optimization model <br /> for supporting future investments in Decatur's regional transportation system;and,to assist in evaluating the current and future <br /> economic development opportunities in Decatur. This was to enable Decatur and its regional partners to prioritize the most <br /> efficient investments in the area transportation infrastructure. <br /> A Request for Proposals(RFP)was prepared by the Public Works Department and issued on March 3,2017. One proposal was <br /> received from Quetica,LLC,of Bloomington,MN. Quetica's proposal was reviewed by staff and the City's Transportation <br /> Planning consultant,Ann Schneider. Based on their knowledge and deep expertise in freight planning,Quetica was ideally suited <br /> to prepare the Freight Supply Chain study for Decatur and Macon County with a focus on the Midwest Inland Port. <br /> The Supply Chain Study is being funded through Illinois Department of Transportation planning funds,the Economic <br /> Development Corporation,Macon County and the City of Decatur. <br /> Amendment This amendment is to update the Travel Demand Model that will be used as part of the Supply Chain Study. The <br /> current demand model was completed in 2012. This needs to be updated with more current census and business data. It will also <br /> be updated to reflect the impact of the east beltway currently being designed by the County. The updated model will be current <br /> with the Supply Chain Study and improve the ability of the study to guide the planning and infrastructure improvements that need <br /> to be made in the future. <br /> The cost for this amendment is$73,860. Funds have been requested through the Decatur Urban Area Transportation Study <br /> (DUATS)to reimburse the City for this cost. <br /> PRIOR COUNCIL ACTION: July 17,2017-The City Council approved Resolution 2017-91 authorizing a Professional <br /> Services Agreement in the amount of$288,530 between Quetica,LLC and the City of Decatur to prepare a Supply Chain Study. <br /> POTENTIAL OBJECTIONS: There are no known objections. <br /> INPUT FROM OTHER SOURCES: Ann Schneider,Transportation Planning Consultant <br /> STAFF REFERENCE: Matt Newell,Public Works Director.Matt will attend the City Council meeting to answer any questions <br /> of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> https:Hdecatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=1500 5/7/2018 <br />
