April 13, 2018
TO: Jim Edwards, IT Director
Jim Getz, Chief of Police
Dave Dickerson, Deputy Chief
Duane Richards, Systems Administrator
FROM: PKay Nuernberger, Systems Administrator
Video Storage Management Survey— Champaign, Springfield and Decatur Police
Departments
A survey was conducted with the above-named Police Departments for discovery of how other
Police Departments manage their video storage. Below is a summary of my findings.
Champaign Police Department—Mark Reckowsky, IT Lead
• Due to a huge growth in video files, Champaign added an IT position who spends 50%
of their time in Police forensics to manage video storage, and train police staff; and 50%
of their time supporting other police devices/desktops
• They have only 2 police staff members in forensics who have access to compile videos
from all devices. They classify them in either Investigative or Evidentiary for retention
purposes.
• They utilize Arbitrator to import and manage videos files outside the Arbitrator system,
such as Media Solve and Digital Asset Management.
• They utilize a NAS box as "cold storage"for od murder cases
• They only allow low density (720) for videos.
• Total size of video storage utilized is approximately 116TB of data.
Springfield Police Department—Michael Gardner, Forensics
• They utilize Cloud storage for much of their video storage
• They keep only a low resolution (720p HD) to conserve space
• Videos from body cameras, security cameras and in-car have retention set
• Phone dumps, evidence photos and interview room do not have retention set
• Total size of video storage utilized is 93TB
Decatur Police Department— Duane Richards
• High resolution videos in various systems
• Arbitrator videos have retention set
• Pole cameras, Interview videos— no retention set.
• Cellebrite— no retention set
• Total size of storage is 92TB
Please see attached excel spreadsheet for details.
