PUBLIC WORKS MEMORANDUM <br /> NO. 2018-24 <br /> DATE: May 31, 2018 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Tim Gleason, City Manager <br /> Matt Newell, P.E., Public Works Director <br /> SUBJECT: Resolution Approving a Water Services Agreement with the Village of <br /> Harristown <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolution authorizing the Mayor to <br /> sign, and the City Clerk to attest, a Water Services Agreement between the City of Decatur and the <br /> Village of Harristown. <br /> PRIOR COUNCIL ACTION: <br /> On November 15, 2010 the City Council approved the previous Water Services Agreement. <br /> BACKGROUND: <br /> It is common practice in the water utility industry to have mutually beneficial agreements between <br /> adjacent utilities to supply water during emergencies or other unique situations. Decatur and <br /> Harristown have had such an agreement in place since at least 1995. Per these agreements, on rare <br /> occasions, Harristown purchases water from Decatur at double the normal water rate. These purchases <br /> are for small quantities that have no negative impacts on our ability to supply water to our full time <br /> customers. <br /> City Code Chapter 64, Paragraph 12 also requires that an agreement be instituted: <br /> Service Outside of Corporate Limits. Water may be furnished through services situated <br /> outside the corporate limits of the City only, upon express agreement approved by the <br /> Council, and then only upon charges two times the charges.for water furnished water <br /> services of the same classification situated within the corporate limits. <br /> The proposed agreement differs from the previous one in three major areas: <br /> 1. Harristown is considering joining a regional water cooperative. The proposed agreement <br /> addresses this possibility. <br /> 2. In order to protect Decatur's water quality, a water main backflow prevention device is required <br /> to be installed by Harristown. <br /> 3. Billing and payment language was updated to reflect the City's current requirements and <br /> practices. <br /> ^- 1 ^ <br />
