STAFF REPORT <br /> Decatur City Plan Commission <br /> Hearing Date June 7,2018 <br /> Case No. 18-22 <br /> Property Location 859 North Jasper Street <br /> Request Rezoning 859 North Jasper Street from M-1 Intense Commercial- <br /> Light Industrial District to B-1 Neighborhood Shopping District <br /> Petitioner Building Systems of IL, Inc. <br /> Representative Greg Mackling,President,Building Systems of IL,Inc. <br /> BACKGROUND <br /> The subject site located at 859 North Jasper Street is currently zoned both B-1 Neighborhood <br /> Shopping District and M-1 Intense Commercial-Light Industrial District. It consists of <br /> approximately 3.1 acres and occupied by a community center and accessory facilities. <br /> Surrounding Land Use and Zoning <br /> Direction Existing Land Use Zoning Comprehensive Plan <br /> Subject Property Community Center-Boys and B-1,M-1 Institutional <br /> Girls Club <br /> North Community Center-DMCOC B-1 Institutional <br /> South Vacant M-2 Institutional <br /> East Vacant,Industrial M-2 Institutional <br /> West School(Hope Academy) R-3,M-1 Institutional <br /> PROJECT DESCRIPTION <br /> The petitioner proposes to rezone the southern portion of the site (Lots 11-20) and the eastern <br /> most portion(Lots 1-3) of the site from M-1 Intense Commercial-Light Industrial District to B-1 <br /> Neighborhood Shopping District in order to create a uniform zoning district for the site. <br /> Community Center is a permitted use in the B-1 District but not in the M-1 District. <br /> STAFF ANALYSIS <br /> The surrounding zoning district include B-1 Neighborhood Shopping District to the north, M-2 <br /> Heavy Industrial District to the south and east, and R-3 Single-Family Residence District and M- <br /> 1 Intense Commercial-Light Industrial District to the west. The Macon County and Decatur <br /> Comprehensive Plan shows this area as Institutional. The proposed B-1 zoning would be <br /> compatible with adjacent zoning and uses to the north. Also,rezoning the "M-1"District portion <br /> of the site to `B-1" District would bring uniformity in zoning for the entire site, i.e. B-1 District. <br /> As a result,this would allow zoning conformity to the existing community center and any of its <br /> future expansion. <br /> The subject site is located within a mixed-use area and rezoning to B-1 Neighborhood Shopping <br /> District should have no adverse effect on the general area or the City as a whole. <br />
