Number BF-OOE00879-1 <br /> Dear Mr.Tyus: <br /> On behalf of the City of Decatur, Fehr Graham E&Associates, LLC (Fehr Graham)has completed <br /> a Focused Phase H Environmental Site Assessment(ESA)of the Property referenced above.The <br /> Property Is located on the northwest comer of West Main Street to the southwest corner of <br /> West Wood Street and is identified on the Site Vicinity Map provided as Attachment 1. <br /> BACKGROUND/OBJECTIVES <br /> Prior to the Focused Phase II ESA, Fehr Graham completed a Phase i Environmental Site <br /> Assessment on the Property in accordance with ASTM El 527-13, dated July 28, 2014.The <br /> Phase I ESA was initiated by the City of Decatur using their United States Environmental <br /> Protection Agency(USEPA)Brownfields Hazardous Substance Assessment Grant funds. The <br /> Phase I ESA identified the following Recognized Environmental Conditions(RECs)and <br /> Controlled Recognized Environmental Condition(CREC)in connection with the Property and <br /> adjacent properties that warranted further investigation: <br /> ProperW <br /> • There is potential for release of polychtorinated biphenyls(PCBs)from historical use of <br /> transformers on the Property that could negatively impact underlying soil and <br /> groundwater. <br /> • The findings of the Mostardi Platt report indicate that a release of gasoline and <br /> chlorinated solvents from either the Property or adjacent properties has occurred that <br /> is negatively impacting underlying soil and groundwater. <br /> • There is the potential for release of chlorinated solvents from the historical industrial <br /> cleaning operations that occurred at the Property that could negatively impact <br /> underlying soil and groundwater. <br /> • There is the potential for release of petroleum products from the historical use of <br /> underground storage tanks(USTs)on the Property that could negatively impact <br /> underlying soil and groundwater. <br /> 200 Prairie Street I Suite 208 1 Rockford,IL 61107 1 p:815.394.4700 1 f:815.394.4702 I www.fehr•gmham.com <br /> Insight.Experience.Results. <br />
