BACKGROUND: <br /> County Fair Drive is scheduled for reconstruction ahead of the opening of the Love's Travel Stop <br /> and Country Store, Inc., (Love's). The City entered into a redevelopment agreement on May 21, <br /> 2018 to replace County Fair Drive by December 31, 2018. All temporary easements for <br /> construction have been received from the adjacent property owners by Love's. <br /> Letting Results <br /> The project scope and specifications were prepared jointly by the Engineering Division and Love's <br /> Engineer, CESO. The project was advertised on July 11, 2018, and bids were opened on July 26, <br /> 2018. Dunn Company provided the lowest responsible bid at 8.54% <br /> below the engineer's estimate. The project was bid with a concrete street or asphalt street equal <br /> alternate providing a higher level of competition. The asphalt bid prices were the most cost <br /> effective alternate. Dunn Company has successfully completed many jobs of this type for the City. <br /> Contractors for City Projects shall comply with City Code Chapter 28, Article 10, "Minority <br /> Participation Goals for Public Works Contracts." <br /> Contractors for City projects shall make a good faith effort to comply with the following minimum <br /> goals: <br /> 1. Ten(10)percent of the total dollar amount of the contract should be performed by Minority <br /> Business Enterprises if subcontracting opportunities are available; and, <br /> 2. Eighteen (18)percent of the total hours worked should be performed by minority workers. <br /> Subcontracting is not a requirement for City Projects. Dunn Company will self-perform 72.0%of <br /> the contract and subcontract out the other 28.0%with 11.5%being performed by Minority Business <br /> Enterprises (MBE). Dunn Company has meet the minority participation goal for subcontracting. <br /> —2 — <br />
