Item Coversheet 8/15/2018 1:26:48 PM <br /> In <br /> Public Works <br /> DATE: 8/13/2018 <br /> MEMO: 2018-43 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Billy Tyus, Interim City Manager <br /> Matthew Newell, P.E.,Public Works Director <br /> SUBJECT: Resolution Amending Resolution R2018-39 to Appropriate Additional State Motor Fuel Tax Funds for Maintenance <br /> Under the Illinois Highway Code <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution amending Resolution R2018-39, appropriating the <br /> additional sum of$20,000 in State Motor Fuel Tax(MFT)funds to purchase asphalt for general street maintenance, and that the <br /> Mayor be authorized to sign said resolution, and the City Clerk to attest. The additional $20,000 will be added to the previously <br /> approved$620,000 for a total appropriation of$640,000. <br /> BACKGROUND: <br /> On May 7,2018,the City Council approved the City's annual allocation of State Motor Fuel Tax funds to provide funding for the <br /> following street maintenance operations: <br /> • Traffic Signal Maintenance <br /> • Procurement of portland cement concrete for street maintenance <br /> • Procurement of salt for the City's winter operations <br /> • Provide limited pavement striping services <br /> Additional Allocation for Asphalt <br /> As City streets continue to deteriorate,additional funds need to be allocated to assist in normal maintenance. So far this year,the <br /> City has expended nearly 3 times its normal budget for patching streets. During the spring,the City filled more potholes than in <br /> previous years. Increasing the materials available for asphalt repair work improves the ability of the City to maintain its street <br /> system and stretch its limited funds further. <br /> SCHEDULE: Street maintenance is a year-round activity performed by the Public Works Department. <br /> PRIOR COUNCIL ACTION: May 7,2018-Council approved Resolution R2018-39 authorizing the appropriation of <br /> $620,000.00 in State Motor Fuel Tax(MFT)funds for general street maintenance operations which included traffic signal <br /> maintenance,providing concrete for street maintenance,the purchase of road salt and pavement striping services for Fiscal Year <br /> 2018. <br /> POTENTIAL OBJECTIONS: None <br /> INPUT FROM OTHER SOURCES: Illinois Department of Transportation <br /> STAFF REFERENCE: Matt Newell,P.E.,Public Works Director. Matt Newell will be in attendance at the City Council <br /> meeting to answer any questions of the council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: Funding for the current year's general maintenance street work is allocated in the State Motor Fuel Tax fund.The <br /> appropriated additional sum will be$20,000.00,bringing the total State MFT allocation to$640,000.00 for Fiscal Year 2018. <br /> Page 1 of 2 <br />
