Item Coversheet 8/14/2018 3:37:56 PM
In
Public Works
DATE: 8/9/2018
MEMO: 2018-40
TO: Honorable Mayor Moore Wolfe and City Council Members
FROM: Billy Tyus, Interim City Manager
Matthew C.Newell, P.E.,Public Works Director
SUBJECT: Resolution Authorizing Highway Permit with the Illinois Department of Transportation for Reconstruction of County
Fair Drive.
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the resolution authorizing the Highway Permit between the City and the Illinois
Department of Transportation(IDOT)for construction within IDOT right-of-way as part of the 2018 Local Motor Fuel Tax Street
Improvement Project(County Fair Drive),City Project 2018-26.
BACKGROUND:
County Fair Drive is scheduled for reconstruction ahead of the opening of the Love's Travel Stop and Country Store, Inc.,
(Love's). The City entered into a redevelopment agreement on May 21, 2018 to replace County Fair Drive by December 31,
2018. The City entered into a contract with Dunn Company on August 6,2018 to reconstruct the road. The entrance to the road,
as well as the extension of a culvert, are located within IDOT right-of-way thus necessitating the permit with IDOT. The permit
allows for construction within IDOT's right-of-way as well as maintaining traffic control along Illinois Route 121. As with the
permit approved earlier by the City Council, the current permit requires the City or developer to install traffic signals at the
intersection of County Fair Drive and Illinois Route 121 if traffic generated in the future warrants signals. The City's
redevelopment agreement with Love's obligates them to install traffic signals if it becomes necessary within the next 10 years.
Going forward, the City must submit all site plans and traffic signal studies for future development to IDOT for developments that
occur on either side of Illinois Route 121 at this location.
SCHEDULE: Reconstruction of County Fair Drive is expected to start in September 2018 and completed in December 2018.
LEGAL REVIEW: The permit was reviewed and approved by Legal Counsel on August 13,2018.
PRIOR COUNCIL ACTION:
May 21,2018-Council approved Resolution R2018-51 authorizing a Redevelopment Agreement with Love's Travel Stops and
Country Stores, Inc.
May 21,2018-Council approved Resolution R2018-52 authorizing a City Rider to the Highway Permit with Illinois Department
of Transportation for Love's Travel Center and Country Stores, Inc.
May 21,2018-Council approved Resolution R2018-53 authorizing a temporary construction easement between the City of
Decatur and Clifford Mason.
May 21,2018-Council approved Resolution R2018-54 authorizing a temporary construction easement between the City of
Decatur and Carol Klepzig.
May 21,2018-Council approved Ordinance 2018-22 authorizing a Lift Station Easement and Access Agreement between the
City of Decatur and Clifford Mason.
