The Department shall be furnished copies of material and construction <br /> inspection to certify compliance with the standard specifications. The Applicant shall <br /> furnish enough qualified engineering personnel for construction layout and to insure <br /> adequate material and construction inspection to certify compliance with the standard <br /> specifications. The Applicant must provide the Department written documentation <br /> stating the name of the inspector or firm performing this work, along with documentation <br /> of his/her experience for the Department's approval prior to permit execution. <br /> The construction of the Love's Travel Center will increase traffic and turning movements <br /> on Illinois 121. The location currently does not meet the warrants required to install <br /> traffic signals based on available data. The Department will continue to monitor the <br /> intersection for an increase in accidents and changes in traffic patterns. If this occurs, <br /> signal warrants will again be reviewed. At that time, if warrants are met and engineering <br /> judgement determines there is a need for signals, the signals and all other necessary <br /> roadway improvements shall be installed in accordance with the current IDOT standards <br /> and the MUTCD at the expense of the City of Decatur and/or the developer(s). <br /> Therefore, a complete site plan, along with signal warrants, shall be submitted for <br /> approval to the Department for all additional development on either side of Illinois 121 at <br /> this location. <br /> A copy of this permit shall be in the possession of the construction foreman on the job <br /> site for inspection by the State Highway personnel. <br /> The Applicant shall contact the Illinois Department of Transportation Operations Office in <br /> Effingham (217)342-3951 a minimum of 48 hours in advance of starting the work so a <br /> representative of this office may meet with the construction foreman to discuss the <br /> construction details. <br /> Permit 7-17803 issued to Love's Travel Centers and Country Store, Inc. covers the work <br /> on Illinois 121. <br /> 3of32 <br />
