Public Works
DATE: 9/10/2018
MEMO: 2018-47
TO: Honorable Mayor Moore Wolfe and City Council Members
FROM: Billy Tyus,Interim City Manager
Matt Newell,Public Works Director
Deborah M. Perry,Purchasing Supervisor
SUBJECT: Resolution Accepting the Bid Price of Ray O'Herron Company,Inc. for the Parts and Installation to Upfit Six(6)
2019 Ford Police Interceptors.
SUMMARY RECOMMENDATION: Staff recommends awarding a contract in the amount of$55,010 for Upfitting two(2)
2019 Ford Police K-9 Interceptors and four(4)2019 Ford Police Interceptors.
BACKGROUND:
The City of Decatur Police Department has Six(6)new 2019 Ford Police Interceptors on order that were approved by previous
council action. Police velucles come from the manufacturer without the standard equipment required by the Police Department
that enables them to be used for police functions. This includes but is not limited to emergency lights, siren, prisoner and K-9
cage, console for controls and computer docking station.
In order to get these vehicles into service as quickly as possible, the City solicited bids from vendors to provide the required
equipment and install it. The installation work has been performed by the Fleet Maintenance Section in the past, however,
ongoing maintenance responsibilities can delay the installation which slows getting the vehicles into service. It is estimated that
with the City perfomung the work by fitting it into normal duties performed by Fleet Maintenance, the upfitting will take 3-4
months. Using a vendor for this task will enable the vehicles to be in service within 1 month and will not detract from ongoing
Fleet Maintenance operations.
It is proposed that the City Council approve the purchase and installation of equipment for upfitting six(6)new 2019 Ford Police
Interceptors. The$55,010 cost includes,$42,042 to provide necessary equipment and$12,968 for installation
OTHER BIDDERS: The City received 2 bids for proposed work. Only one bid was deternuned to be responsible and
responsive to the bid documents.
PRIOR COUNCIL ACTION: Council approved the purchase of Six(6)2019 Ford SiJV Police Interceptors in the amount
of$178,310.00 on August 6,2018,Resolurion No. R2018-98.
POTENTIAL OBJECTIONS: There are no known objections.
INPUT FROM OTHER SOURCES: Fleet Maintenance wrote the bid specifications based on Police Department
requirements.
STAFF REFERENCE: Matthew Newell,Public Works Director,Dan Mendenall,Municipal Services Manager. Matt Newell
will be in attendance to answer any questions of the City Council on this item
BUDGET/TIME IMPLICATIONS:
Funding for the ecpenditure is available in the FY2018 Fleet Maintenance Budget.
LEGAL REVIEW: There are no contracts for Legal to review.
ATTACHMENTS:
Description Type
2018-47 Resolution Ray O'Herron Company,Inc.
