Getz Jr.,Chief of Police <br /> SUBJECT: 2018 PBPA I.ocal Collective BargainingAgreement <br /> SUMMARY RECOMMENDATION: <br /> Staff recorrnnends that City Council approve the attached resolution regarding the 2015-2019 PBPA I.ocal labor agreement with <br /> the City of Decatur. <br /> BACKGROUND: <br /> The police unions current labor agreement expired on Apri130,2015. The parties have negotiated several years to reach a <br /> successor ageement.At this time,the bargaining teams have reached a tentative agreement on tern�s and the bargaining unit has <br /> ratified the agreement. Staff recommends the agreement now be approved by the City Council. <br /> Terms of the four(4)year and eight(8)month ageement include:annual across-the-board wages increases of 2%for the first <br /> year of the agreement, 1.5 %for the second year of the ageement,2.25 for the third and fourth year of the ageement,and 2.5% <br /> for the last year of the agreement;a change in cap of on increases in annual employee health insurance premium contributions <br /> from 7.5%to 8.5%in 2018;a change in the sergeant promotional process;voluntary cashing out of unused holidays;the addition <br /> of random drug testing;a change in purchase of personal body armor for officers;and various other changes in language. A <br /> change in residency requirements could not be reached by the parties and the item is set to go to arbitration. <br /> PRIOR COUNCIL ACTION: Council Authorized the last PBPA Contract which began in May of 2012. <br /> POTENTIAL OBJECTIONS: None Anticipated <br /> INPUT FROM OTHER SOURCES: <br /> The attached agreement has been reviewed by the Assistant Corporation Counsel of the City's I,egal Departrnent assigned to <br /> Police contract negotiations. <br /> STAFF REFERENCE: Billy Tyus,Interim City Manager James E. Getz Jr.,Chief of Police <br /> BUDGET/TIME IMPLICATIONS: <br /> This is a four year and eight-month agreement expiring on December 31,2019.
