Item Coversheet Page 1 of 1 <br /> � <br /> City Manager <br /> DATE: 10/15/2018 <br /> MEMO: 18-39 <br /> TO: Honorable Mayor Julie Moore Wolfe and Decatur City Council Members <br /> FROM: Billy Tyus,Interim City Manager <br /> Raymond Lai,AICP,Economic and Community Development Director <br /> SUBJECT: Expansion of I-OL Institutional Overlay District over the underlying O-1 Office District(Decatur Memorial Health <br /> Foundation) <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the expansion of the I-OL Institutional Overlay District <br /> that currently encompasses the Decatur Memorial Hospital Campus.The City Plan Commission voted 7-0 to recommend approval <br /> of this petition at the October 4,2018 meeting;the draft minutes of the meeting are attached. <br /> BACKGROUND: <br /> The 0.56 acre subject site is located at 301 West Hay Street and is zoned O-1 Office District.The property is owned by the Decatur <br /> Memorial Health Foundation and the building is owned by Ventas Incorporated. Currently,the building on the property is vacant <br /> and was formerly a medical office building. The expansion, if approved, would extend the current I-OL Institutional Overlay <br /> District that includes Decatur Memorial Hospital,also an institutional use,to include this site.Expansion of the I-OL Institutional <br /> Overlay District to include the subject site should have no adverse effect on the general area or the City as a whole. <br /> The surrounding zoning includes:O-1 Office District to the north;O-1 Office District and R-3 Single Family Residence District to <br /> the south;R-3 Single Family Residence District to the west;and R-3 Single Family Residence District to the east. <br /> PRIOR COUNCIL ACTION: The Decatur City Council approved the original I-OL Institutional Overlay in December 2004 <br /> and a subsequent amendment in January 2009. <br /> POTENTIAL OBJECTIONS: No objectors spoke at the Plan Commission meeting. <br /> INPUT FROM OTHER SOURCES: N/A <br /> STAFF REFERENCE: Any additional questions may be forwarded to Raymond Lai at 424-2727 or rlai@decaturil.gov <br /> BUDGET/T'IME IMPLICATIONS: None <br /> ATTACHMENTS: <br /> Description Type <br /> Ordinance ('orcr Nlcmc� <br /> supportin�documentation Co�er N1cmc� <br /> https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=1727 10/15/2018 <br />
