Item Coversheet Page 1 of 2 <br /> fl <br /> City Manager <br /> DATE: 10/15/2018 <br /> MEMO: 18-38 <br /> TO: Honorable Mayor Julie Moore Wolfe and Decatur City Council Members <br /> FROM: Billy Tyus,Interim City Manager <br /> Raymond Lai,AICP,Economic and Community Development Director <br /> SUBJECT: Amendment of PD Planned Development District—1800 E.Lake Shore Drive—to allow for New Sign on the St. <br /> Mary's Hospital Campus. <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the amendment to allow for one two-sided monument sign <br /> on the St.Mary's Hospital campus. <br /> BACKGROUND: <br /> The approximately 33-acre subject campus currently houses St. Mary's Hospital, medical offices and associated parking. The <br /> petitioner requests that the current PD Planned Development District be amended to allow for one(1)new two-sided monument <br /> style sign matching the existing monument style sign with a stone base to be located at the southwest part of the campus. No other <br /> changes to the previously approved development plan for the hospital campus are proposed. The proposed monument style sign <br /> will be ten(10)feet from the property line and nine feet and three inches(9'3")in height,containing an Electronic Message Unit <br /> (EMU)that will be 45 square feet in area(5'x 9'). <br /> Given the office campus character of this hospital campus and to minimize procedures for future signage without compromising <br /> the integrity of the land use and zoning of the hospital campus,staff recommends any additional future signage be subject to sign <br /> regulations for the O-1 Office District. In doing so, no separate PD amendment petition would be necessary for considering new <br /> signage solely. <br /> This PD District amendment is consistent with the intent of the original PD District and the Comprehensive Plan. Based on the <br /> analysis,staff recommends approval of the proposed Amended PD Planned Development District with the following conditions: <br /> 1. The new permitted monument style sign shall not exceed nine feet and three inches (9'3") in height and may <br /> contain an Electronic Message Unit(EMU)no greater than forty-five(45)square feet in area with a stone base. <br /> 2. This permitted sign shall be setback no less than ten(10)feet from the property line along East Lake Shore Drive. <br /> 3. Sign permits will be required before any new signage is installed. <br /> 4. Except for the new monument style sign noted herein, all future signage for the hospital campus in the Planned <br /> Development(PD)District shall be subject to the sign regulations applicable to the O-1 Office District. <br /> The most recent amendment to the Planned Development District occurred in February of 2018 to allow for the construction of a <br /> two-story medical office building addition and additional parking spaces in the southwestern portion of the hospital campus.
