10/9/2018 Item Coversheet
'
Public Works
DATE: 10/9/2018
MEMO: 2018-53
TO: Mayor Julie Moore Wolfe and City Council
FROM: Billy Tyus,Interim City Manager
Matt Newell,P.E.,Public Works Director
Keith Alexander,Water Production Manager
SUBJECT:
Resolution Authorizing a Professional Engineering Services Agreement With Intera Inc.For An Additional Water Supply Plan
SUMMARY RECOMMENDATION:
Council adopt the attached Resolution authorizing a Professional Engineering Services Agreement with Intera Inc. for an
Additional Water Supply Plan at a fee not to exceed$277,324.
BACKGROUND:
In 2008,the Decatur Water Resources Advisory Committee determined that Decatur needed approximately 10,000 acre feet of
additional supply to have sufficient water during a 6 month drought with a 25 year recurrence interval. This recommendation was
approved by Council that year.
In 2014,Lake Decatur's storage capacity was 22,352 acre feet(174 days of water supply). Since then, the City will secure
approximately 6,655 acre feet(52 additional days)when the current dredging project is completed. The Archer Daniels Midland
Co.also conshucted new water wells with a capacity of 1,300 acre feet(11 additional days). Therefore,7,955 acre feet of
additional water supply(63 additional days)will have been obtained since 2008.
Following the droughts of 2011 and 2012,the Illinois State Water Survey recommended that the City obtain enough water to
withstand a 10 month(instead of a 6 month)duration drought. City staff concurs with the Survey's recommendation.
In order to determine precisely what additional water supply or supplies the City should obtain and the options that the City has to
obtain them,a request for statements of qualifications and proposals was advertised on May 30,2018,and also sent by email to
approximately 22 engineering services firms. Five proposals were received by the July 6 deadline. A City staffpanel evaluated
the proposals then conducted interviews with the top 3 firms. The panel's conclusion was that Intera Inc.,of Bloomington,
Indiana,is the best suited firm to perform this work.
Intera Inc.has successfully completed similiar work for the cities of Springfield and Bloomington,Illinois, the East-Central Illinois
Regional Water Supply Group and the Indiana Finance Authority.
Major tasks that Intera Inc.will complete are listed below. Task details are described in the attached agreement's Exhibit A, Scope
of Work.
L Initial Utility Survey: Collect available data and reports, interview personnel, project kickoff ineeting, initial discussion of
alternative selection criteria. Initial data gathering to include Decatur,Illinois State Water Survey,Illinois State Geological
Survey,and other key contacts.
2.Drought Analysis:Define the design drought to determine 1)the drought demand,2)the drought supply,and 3)the drought
"gap" (the difference between drought demand and supply).
3.Demand Forecast: Determine the expected water draw from the Lake for the next 50 years.
4.Evaluation of Potential Sources-Shallow Water Source Alternatives: Shallow groundwater, such as potentially found in the
Middleton Valley and within the Sangamon River alluvium, and surface waters, such as Lake Tokorozawa and the Vulcan
Materials gravel pits,will be assessed.
https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=1717 1/2
