� � Excerpt from Traffic & Parking Commission Meeting Minutes <br /> 10-25-2018 <br /> Item #1 Request for stop signs at the intersection of North Gulick Avenue and West <br /> Center Street facing West Center Street. <br /> Griffin Enyart presented the case of a request made from a resident for stop signs at the <br /> intersection of North Gulick Avenue and West Center Street. Upon reviewing the accident <br /> records at this intersection, three accidents have occurred within the last three years involving <br /> vehicles not yielding the right-of-way to other vehicles in the intersection. These types of <br /> accidents may be corrected by the use of stop signs to inform motorist of who has the right-of- <br /> way. Traffic volume is low at this intersection, with around 541 vehicles traveling through this <br /> intersection on a weekday. Within the last three years, there has been an average of 5.06 <br /> accidents for every million vehicles entering this intersection. For reference, the Traffic & <br /> Parking Commission has used 1.5 accidents per million vehicles as a threshold for requiring stop <br /> signs at uncontrolled intersections. <br /> City staff recommends installing two stop signs at the intersection of North Gulick Avenue and <br /> West Center Street with the stop signs facing West Center Street. The lower volumes and lower <br /> speeds of traffic on West Center Street indicates it is the minor street which should stop for <br /> North Gulick Avenue, the major street. <br /> Ed Hurst motioned to move forward with installing two stop signs at the intersection of North <br /> Gulick Avenue and West Center Street with the stop signs facing West Center Street. Seconded <br /> by Dan Kline, and on call of the roll, Commission Members Broderick, Caswell, Hurst, Kline <br /> and Stewart voted aye. The chairman declared the motion carried. <br />
