authorize sidewalk sale permits to be issued for the display and sale of goods and merchandise on <br /> sidewalks in areas designated by such officer for periods of time not exceeding three (3) days. A <br /> sidewalk sale permit shall designate what portions of the sidewalk shall be used for such purpose. <br /> The fee for such permit shall be $25.00, and may not be pro-rated.
