PUBLIC WORKS MEMORANDUM <br /> NO. 2018-57 <br /> DATE: November 9, 2018 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Billy Tyus,Interim City Manager <br /> Matthew C.Newell, P.E., Public Works Director <br /> SUBJECT: Resolution Authorizing an Intergovernmental Agreement Between the City of <br /> Decatur and Macon County for Costs and Maintenance of Traffic Control Devices <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolution authorizing the Mayor to sign <br /> and the City Clerk to attest to an Intergovernmental Agreement between the City of Decatur and <br /> Macon County for the reimbursement of costs related to the maintenance of traffic control devices on <br /> County Highways. <br /> PRIOR COUNCIL ACTION: <br /> There has been no previous Council action on this item. The City has an agreement with the State of <br /> Illinois for the maintenance of traffic control devices located on State Highways. <br /> BACKGROUND: <br /> Earlier this year, the County Engineer approached the City suggesting that the City and County enter <br /> into an intergovernmental agreement for the maintenance of traffic control devices located on County <br /> highways in the City. This agreement was proposed to be similar to the agreement the City currently <br /> has in place with the State of Illinois for the maintenance of traffic control devices on State highways <br /> in the City. <br /> For many years the City has maintained all of the traffic signals on both State and County highways in <br /> the City. Under an ongoing agreement,the City is reimbursed by the State quarterly for its costs <br /> including personnel, equipment, materials, and electricity. Using the City-State agreement as a <br /> template, an agreement has been prepared between the City and the County. <br /> The proposed agreement affects 9 intersections controlled by traffic signals. As with the City-State <br /> agreement, the percent of maintenance responsibility is detertnined by the jurisdiction of the <br /> intersecting streets.: <br /> Page 61 of 120 <br />
