EXHIBIT A <br /> AGREEMENT <br /> THIS DEVELOPMENT AGREEMENT BETWEEN THE CITY OF DECATUR, <br /> ILLINOIS, a home rule municipal corporation, (hereinafter referred to as the "City") and <br /> MUELLER CO. LLC, a subsidiary of Mueller Water Products, Inc. with a primary operating <br /> �locati n m Dec llinois herein referred to as the "Developer") is entered into as of the <br /> day of ��, 2018. <br /> RECITALS <br /> WHEREAS, the City is a home rule unit of government, pursuant to Section 6 of Article <br /> VII of the Constitution of the State of Illinois, with all of the powers and functions pertaining to <br /> its government and affairs as set out therein and as such has the authority to promote health, safety <br /> and welfare, including to promote employment of its citizens, prevent the spread of blight and <br /> deterioration and inadequate facilities by promoting the development of and private investment in <br /> industry and business and is authorized and empowered to enter into economic incentive <br /> agreements pertaining to its government and affairs, including the economic development of the <br /> City and the expansion of its tax base thereby reducing unemployment; and <br /> WHEREAS,the Developer currently owns and operates a manufacturing facility located <br /> at 500 West Eldorado Street,Decatur, Illinois("Premises"); and also owns and operates a foundry <br /> located at 1226 East Garfield Avenue,Decatur,Illinois with approximately 600 workers at the two <br /> facilities combined; and <br /> WHEREAS,the Developer has expressed the need to expand, redevelop, and upgrade the <br /> Premises in the existing facility, and to incorporate technological advances to keep their business <br /> competitive in current and future markets. Expansion and redevelopment would also entail repair <br /> of the roof of said Premises, acquiring land to build a new parking lot within two blocks of the <br /> Premises, and other major improvements to the Premises (herein referred to as the <br /> "Development"); and <br /> WHEREAS, the Developer plans to invest $12.5 million over the next two years to <br /> improve its facilities in Decatur, Illinois, support the relocation of its employee parking lot and <br /> associated infrastructure and bring the current rooftop parking area into proper condition; and <br /> WHEREAS,the Developer has been a major factor in the growth of Decatur and a long- <br /> standing community partner since they were founded here in 1857; and <br /> WHEREAS, the State of Illinois, as part of its 2019 budget, has allocated to the City of <br /> Decatur a grant in the amount of five hundred thousand dollars ($500,000) as part of Public Act <br /> 100-0586 referenced in Article 161, Section 140 of said agreement with said grant having been <br /> requested for this expansion and retention project; and <br /> WHEREAS,the City would be agreeable to apply the grant to the Developer based on its <br /> longstanding history in our community,positive economic impact, need and desire to expand and <br />
