That upon compliance with the conditions described herein, and in the site plan <br /> attached hereto and hereby made a part hereof as Exhibit A, a Conditional Use Permit be, hereby <br /> granted to Sajed and Ribhi Qattoum as the petitioner, and only to Sajed and Ribhi Qattoum to <br /> allow drive-through facility in the B-1 Neighborhood District. <br /> 1. The developer and City staff work together on the landscaping plan to incorporate a solid <br /> fence along the east side with landscaping. <br /> 2. No outside speakers shall be permitted. <br /> 3. All lights facing the east and south shall be shielded. <br /> 4. Hours of operation shall only be permitted between the hours of 5:00 AM and 10:00 PM. <br /> 5. Final site, landscaping and lighting plans shall be submitted to and approved by the <br /> Economic and Community Development Department, Public Works Department and the <br /> Fire Department prior to permits being released. <br /> 6. No alcohol sales shall be permitted. <br /> Section 3.
