Item Coversheet 2/4/2019 3:08:58 PM <br /> � <br /> Public Works <br /> DATE: 1/14/2019 ` � <br /> C�� � <br /> MEMO: 2019-04 / � C �� <br /> a �/�y <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Billy Tyus, Interim City Manager <br /> Matt Newel,Public Works Director <br /> Deborah M.Perry,Purchasing Supervisor <br /> SUBJECT: Resolution Accepting the State of Illinois Bid Price of Morrow Brothers Ford Inc., for the Purchase of One(1)2019 <br /> Ford Pickup Truck <br /> SUMMARY RECOMMENDATION: Staff recommends awarding a contract in the amount of$22,535.00 to Morrow Brothers <br /> Ford Inc. for one(1)Ford F-150 pickup truck. <br /> BACKGROUND: <br /> The City of Decatur Public Works, Water Services Division has requested one(1)new vehicle to replace one(1)2002 Ford F-150 <br /> pickup with 115,882 miles. The unit is used as a general-purpose service truck to pull light trailers and carry maintenance tools. It <br /> is expected that the vehicle will be driven 800-900 miles per month. <br /> The existing unit is being replaced due to its age and condition. The normal life expectancy is ten(10)years. <br /> The lowest bid provided by Bob Ridings of Taylorville for a Dodge truck, exceeded the minimum specifications by providing a V8 <br /> engine as opposed to the specified V6 engine. This translates to a higher use of fuel for this high use vehicle that,over time,will <br /> far exceed the$550 cost savings. Therefore, staff recommends approving the second low bid for a Ford pickup truck provided by <br /> Morrow Brothers using the State bid price. <br /> The replacement vehicle is estimated to be delivered in 14 days. <br /> DISPOSAL OF REPLACED UNITS: The vehicle to be replaced will be sold/auctioned at a later date. <br /> PRIOR COUNCIL ACTION: None <br /> POTENTIAL OBJECTIONS: There were two other vendors that submitted bids. One was rejected far not meeting the <br /> minimum specifications for engine size and was not shown on the bid tabulation. It is recommended that the low bid provided by <br /> Bob Ridings of Taylorville,not be accepted due to exceeding the specification for engine size by providing a V8 engine instead of <br /> the V6 engine that was specified. <br /> INPUT FROM OTHER SOURCES: <br /> Fleet Maintenance wrote the bid specifications based on Water Services Division requirements. <br /> LEGAL REVIEW: There are no contracts for Legal to review. <br /> STAFF REFERENCE: Matthew Newell,Public Works Director,Dan Mendenall,Municipal Services Manager.Matt Newell <br /> will attend the City Council meeting to answer any questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: Funding for the expenditure is available in the FY2019 Budget. <br /> Page 1 of 2 <br />
