City Manager
DATE: 1/31/2019
MEMO:
TO: Mayor Julie Moore Wolfe and Decatur City Council Members
FROM: Billy Tyus,Interim City Manager
John Robinson,Assistant Corporation Counsel
SUBJECT:
Resolution Authorizing Real Estate Contract with the Decatur Macon County Opportunities Corporation for property located in
Wabash Crossing.
SUMMARY RECOMMENDATION:
Staff recommends approval of the attached resolution authorizing a real estate cortract with the Decatur Macon Co.
Opportunities Corp. for property located in the 200-300 blocks of East Orchard St.,the 200-300 blocks of E. Marietta St. and
the 1000 Block of North Warren St.
BACKGROUND:
DMCOC has served the Decatur connrnuity since 1964 assisting low income individuals, families and seniors through a variety
of different programs. Services provided include but are not limited to providing senior transportation and meals, the Arma
Waters Head Start program(49 years),energy assistance and weatherizarion, job training and other programs designed to improve
the quality of life of Decatur residents. Though DMCOC is almost universally recognized as an anchor service provider in our
community, over the years providing services has been made more difficult because facilities have been spread across various
locations. DMCOC has plans to consolidate marry of its operations into a newly constructed building just south of its Wee Folks
Daycare on Orchard St. in Wabash Crossing. We have been in discussions for a number of years about transferring a small strip
of land in Wabash Crossing and have come to a tentative agreement to sell the parcels for$650—the same as for other area
projects-which is necessary to make the project a reality.
If approved this project would represent the final piece of a social services campus that you have targeted for the area in the last
several years. Other developments that you have supported through similar agreements include the new Crossing Healthcare
facility, the planned Northeast Connrnuity Fund building and the$30 million Community Care Carnpus.
PRIOR COUNCIL ACTION: None
POTENTIAL OBJECTIONS: None
INPUT FROM OTHER SOURCES: DMCOC
STAFF REFERENCE: Billy Tyus at btyus@decaturil.gov ar 217-424-2801 ar John Robinson at Jrobinson@decaturil.gov or
217-424-2807.
BUDGET/TIME IMPLICATIONS: None
ATTACHMENTS:
Description Type
RESOLUTION Covcr Merno
