Award may be then made to the next lowest Qualified bidder, or the work re- <br /> advertised a��d constructed under contract,or othenvise,as the City may decide. <br /> Ttte Bidder grants the Owner the right to hold the iowest three (3) Proposals received, <br /> together tvith the accompanying bid securities, for a period of 45 days after the date of openina <br /> of said Proposais. <br /> l4 <br />
