In 1950,the site was built as a motel with 32 one-bedroom units. The petitioner has provided numerous records af how the building was used and its ownership changes throughout its history including those fram Decatur Township Office,City of Decatur, title company and real estate brokers. The petitioner has established that the evolution of this property having been residential in nature. In 1950, the building was canstructed as a motel. In 1999, Decatur Correctional eenter operated as a half-way house for parolees for i]linois Department of eorrectians. The petitioner has provided records from, indicating construction budgets and timeiines. In 2009, seven (7) three-bedraonn units were added to the rear af the complex. Currently, there are fifty-three (53) tatal beds far accupants and twenty-three (23} total parking stalls. The zoning at that time was and remains to be M-2 Heavy Industrial District. In the 2000's records show that Decatur Cares Rescue Mission operated a homeless shelter, which sold the praperty ta the petitioner in March of 2017.
