In 1950,the site was built as a motel with 32 one-bedroom units. <br /> The petitioner has provided numerous records af how the building was used and its ownership <br /> changes throughout its history including those fram Decatur Township Office,City of Decatur, <br /> title company and real estate brokers. The petitioner has established that the evolution of this <br /> property having been residential in nature. In 1950, the building was canstructed as a motel. <br /> In 1999, Decatur Correctional eenter operated as a half-way house for parolees for i]linois <br /> Department of eorrectians. <br /> The petitioner has provided records from, indicating construction budgets and timeiines. In <br /> 2009, seven (7) three-bedraonn units were added to the rear af the complex. Currently, there <br /> are fifty-three (53) tatal beds far accupants and twenty-three (23} total parking stalls. The <br /> zoning at that time was and remains to be M-2 Heavy Industrial District. In the 2000's records <br /> show that Decatur Cares Rescue Mission operated a homeless shelter, which sold the praperty <br /> ta the petitioner in March of 2017. <br />
