LETTER to the DECATUR CITY COUNCIL <br /> Financial Management Department <br /> Letter#2019-03 <br /> DATE: March 11, 2019 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Wendy Morthland, Interim City Manager <br /> Gregg Zientara, City Treasurer& Director of Finance <br /> SUBJECT: Ordinance Appropriating Monies for the Purpose of Defraying the Expenses of <br /> Several Departments and Funds of the City of Decatur, Illinois for the Fiscal Year <br /> Beginning January 1, 2019 and Ending December 31, 2019, Including All <br /> Outstanding Claims and Obligations and Fixing a Time When the Same Take <br /> Effect <br /> SUMMARY RECOMMENDATION: <br /> City Administration recommends City Council approval of the attached Ordinance, which provides <br /> appropriation approval for the City of Decatur to spend monies providing necessary and required <br /> services to the citizens,taxpayers and stakeholders of the City of Decatur. <br /> BACKGROUND: <br /> The Ordinance attached herewith includes spending authorization for the 2019 fiscal year budget <br /> previously adopted and approved by the City Council with Council passage of Resolution No.2018- <br /> 144 dated December 3, 2018 and includes additional spending appropriations required to deliver <br /> services not included in the 2019 fiscal year budget. <br /> A notice of Public Hearing was published in the Herald&Review on February 21,2019,announcing <br /> a public hearing on the appropriation ordinance to be conducted on March 4, 2019 at 5:30pm in <br /> the City Council Chambers. Such Public Hearing was held. <br /> New appropriations and changes included as follows: <br /> Fund Fund Name Revenue Expense Comment <br /> $ $ <br /> 45 Capital project - 800,000 streetlamp energy savings project <br /> Total 0 800,000 <br /> Necessary to appropriate final payments to Johnson Controls ("JCI") for the streetlight energy <br /> savings initiative, previously envisioned for payment in fiscal year 2018. Payments did not occur in <br /> fiscal year 2018 as JCI failed to invoice city in accordance with the original payment plan. <br /> Page 1 of 2 <br />
