INFORMATION FOR BIDDERS <br /> 4. Eligible bids received by the Purchasing Division will be delivered to the office of <br /> the City Engineer, located on the third floor of the Civic Center, and will be <br /> publicly opened and read. Any envelopes bearing a date and time stamp later <br /> than the deadline will be returned unopened. All bids received from bidders not <br /> on the nre-bid attendance list will be returned unopened. <br /> 5. All bidders who desire to be present at the bid opening may wait in the City <br /> Public Works (Engineering) office. <br /> At the time of the opening of bids, each Bidder will have completed a thorough site <br /> inspection and will have read and be thoroughly familiar with the plans and Contract Documents <br /> (including all addenda). The failure or omission of any Bidder to examine any form, instrument <br /> or document shall in no way relieve any Bidder from any obligation in respect to their bid. The <br /> Bidder is to confirm the completeness of the Bid Documents. If the Bidder determines their Bid <br /> Documents are incomplete or irregular it is the Bidders responsibility to bring this fact to the <br /> attention of the City Engineer. <br /> The submitted bid must be signed in the name of the Bidder and must bear the signature <br /> in long hand of the person or persons duly authorized to sign the bid. Changes in or additions to <br /> the bid forms, recapitulations of the work bid upon, alternative proposals or any other <br /> modifications of the bid which are not specifically called for in the Contract Documents may be <br /> subject to Owner's rejection of the bid as not being responsive to the advertisement. No oral <br /> telephone modification of any bid submitted will be considered and a telegraphic modification <br /> may be considered only if the post mark evidences that a copy of the modification by telegram, <br /> signed by the Bidder, was placed in the mail prior to the opening of the bid. <br /> The submitted bid must not contain erasures, corrections or changes from the printed <br /> forms as completed in typewriter or ink, unless such erasures, corrections or changes are <br /> authenticated by affixing in the margin immediately opposite the erasure, correction or change, <br /> the initials of the person who signed the bid or the initials of such other person as may be <br /> authorized by the Bidder to make erasures, corrections or changes in the bid, and said <br /> authorization must be evidenced by written confirmations, executed by the person authorized to <br /> sign the initial bid, attached to the bid at the time of submittal. <br /> Each bid must be submitted on the Bid Proposal provided and must be signed by the <br /> Bidder or their duly authorized agent. All blank spaces for bid prices must be filled in, in ink or <br /> typewritten, IN BOTH WORDS AND NUMBERS where called for in the Bid Proposal. If there <br /> is a discrepancy between the price in words and the price in numbers, the price in words will <br /> govern. If there is a discrepancy between the extended bid prices, the unit cost shall be the <br /> governing number and the total price or prices will be adjusted as necessary. <br /> The Owner reserves the right to pre-qualify all bids, post-qualify all bids, to reject all <br /> bids, not to make an award and/or accept the Proposal deemed most advantageous and to the best <br /> interest of the Owner. The Bidder must comply with all information and instructions for <br /> Bidders. The award of the Contract, if made by the Owner, will be made to the qualified Bidder <br /> submitting the lowest and best bid, but the Owner shall determine at their own discretion whether <br /> a Bidder is qualified to perform the Contract, whether by pre-qualifications, post-qualification or <br /> other methods, and what bid is the lowest and whether it is to the interest of the Owner to accept <br /> the bid. If awarded, a written Notice of Award will be sent to the successful Bidder(s). <br /> 6 <br />
