ADVERTISEMENT FOR BIDS <br /> 5. The City of Decatur will not release the Engineer's Estimate of Cost in advance of <br /> the scheduled time and date of the bid opening. Bid tabulations will be available on <br /> the City's web site at www.decaturil.gov / Departments / Public Works under <br /> Contractor Project Bid Information, and Decatur Blue Print's web site at <br /> www.decaturblue.com/Plans & Portals I Public Projects/Decatur Blue DFS Public <br /> P(anroom / City of Decatur Bid Tabs, after the award of a contract has been <br /> approved by the City of Decatur City Council. <br /> 6. All proposals must be accompanied by a BANK DRAFT, CASHIER'S CHECK, <br /> OR CERTIFIED CHECK made payable to Treasurer, Decatur, Illinois, in the <br /> amount of ten percent(I O%)of the bid, or BID BOND in the same amount. <br /> 7. The contractor shall at all times during the term of this Contract, pay the applicable <br /> prevailing wage for Macon County for the month during which the work is <br /> performed, as determined by the Illinois Department of Labor. <br /> 8. Before the Contractor and any Subcontractor commences work, the Contractor and <br /> any Subcontractor shall have in place a written Substance Abuse Prevention <br /> Program for the prevention of substance abuse among its employees which meets or <br /> exceeds the requirements in P. A. 95-0635 or shall have a collective bargaining <br /> agreement in effect dealing with the subject matter of P. A. 95-0635. <br /> 9. The following Minority Participation Goals for Public Works Contracts are in <br /> effect for this contract: <br /> (1)Ten percent(10%)of the total dollar amount of the contract should be performed <br /> by minority business enterprises; and, <br /> (2) Eighteen percent (18%) of the total hours worked should be performed by <br /> minority workers. <br /> A(l Contractors shall provide evidence of ineeting the City's minority participation <br /> goals prior to the award of this project and prior to all payments made for work <br /> completed or provide the City of Decatur documentation on their good faith efforts <br /> to camply with the participation goals. Required information and documentation is <br /> included in the Project Manual and to be submitted with the bid proposal. <br /> REJECTION OF BIDS: <br /> The Council of the City of Decatur, Illinois, reserves the right to accept, renegotiate or reject <br /> any or all proposals and to waive any variance from the requirements of the instructions for <br /> bidders.
